Troy “Rocky” Hollenbaugh is a community-centered financial literacy coach, curriculum developer, and program leader who supports Native American, Alaska Native, and Native Hawaiian community members through culturally responsive, practical, and trauma-informed financial education. He developed and instructed B.A.N.K. (Build Assets, Nurture Knowledge), a hands-on financial education curriculum that has served 900+ participants and is structured around 67 individual action-based tasks designed to build real-world financial habits, confidence, and stability.
Rocky is a Certified Financial Coach through Oweesta, certified in The Trauma of Money (TOM), and credentialed under Washington State’s Financial Coaching Gold Standard—bringing a blend of coaching excellence and lived-experience awareness to financial behavior change.
Rocky also serves as Tribal Liaison & Enterprise Planning Director at Better Carbon Solutions, where he supports long-term community and workforce initiatives with Tribal governments and has contributed to major fundraising efforts through federal grant writing (including USDA RBDG, SBIR, and CDFI-related work).
Earlier, as President & Director of Corporate Planning for A Better Community, he delivered financial literacy programming, supported micro-loan access and business planning, and built partnerships across Tribal organizations, courts, and financial institutions.
He holds a B.A. from The Evergreen State College with an emphasis in community development, Tribal partnerships, and economic empowerment.
